Kazakhstan Launches Pilot Project for Online Work Permit Issuance for Labour Immigrants

A pilot project to digitalise the state service of 'Issuing, Extending, and Revoking Work Permits for Labour Immigrants' has been launched in Kazakhstan. The project is being implemented under a joint order of the authorised state bodies and entails transferring the service to an online format via the eGovernment portal, eGov.

The pilot project will run until 31 May 2026 and directly affects employers, labour immigrants, as well as consultants handling migration procedures.

Previous Framework

  • The service was provided exclusively offline, through migration authorities.
  • The procedures for issuing, extending, and revoking permits were paper-based and required personal presence.
  • There was no single approved algorithm for providing the service in a digital format.

Key Changes Introduced

  • A pilot project for providing the service through the eGov portal has been launched.
  • The Service Provision Algorithm (an annex to the order) has been approved.
  • The eGov portal will be modified to accommodate the new service by the end of December 2025.
  • The Migration Committee is required to publish the order on the Ministry of Labour's website and submit it to the Institute of Legislation for inclusion in the Reference Bank of Regulatory Legal Acts.

Conclusions

  • Digitalisation of Migration Services: For the first time, a state service for labour immigrants is moving online, changing the very logic of interaction between the state and business.
  • Pilot Nature of the Project: The limited duration until May 2026 allows for system testing but creates uncertainty for employers and immigrants.
  • Increased Demands on Users: Employers and foreign workers will need to quickly master the digital format, otherwise risking delays and refusals.

Recommendations

  • For employers and labour immigrants — prepare in advance for the transition to the online format and train personnel to work with the eGov portal.
  • For lawyers and consultants — conduct a legal assessment of the algorithm and identify potential risks in its application.
  • Use the pilot project as a basis for scaling up digital migration services.
