Increase in Fees for Attracting Foreign Labor

The Ministry of Labor has initiated an increase in the fees for permits to attract seasonal foreign workers:

  • Up to 90 days — 30 MRP (117,960 ₸)
  • Up to 180 days — 60 MRP (235,920 ₸)
  • Up to 270 days — 90 MRP (353,880 ₸)
  • Up to 365 days — 120 MRP (471,840 ₸) (Existing rates are 2.5 times lower)

Additionally, the list of professions eligible for attracting seasonal workers has been expanded:

Laborers in construction, landscaping, and service sectors.

The goal is to legalize labor migration and increase budget revenues.

The project is available for public discussion until June 19, 2025, on the "Open NPA" portal.

Reform of the Compulsory Social Medical Insurance (OSMS) System: Contribution Increase from 2026

The Senate has approved amendments to the law on compulsory social medical insurance (OSMS):

Starting from January 2026, income limits for calculating contributions will be increased:

  1. For employers — from 15 to 40 MZP
    • For employees — from 10 to 20 MZP
    • These changes will affect approximately 9% of high-income workers (over 500,000 people).
  2. A phased increase in the state contribution rate is planned:
    • From 2.2% in 2027 to 4.7% in 2037.

The projected increase in OSMS revenues is 200 billion ₸ annually. The coverage of the population under the OSMS system will also be expanded.

New Tax Code Approved

On June 25, 2025, the Mazhilis agreed to the amendments made by the Senate to the draft of the new Tax Code.

The document is now set for signing by the President of the Republic of Kazakhstan.
