New Law Introduces Unified Digital Registry of Kazakhstani Manufacturers

On 19 May 2025, the President of the Republic of Kazakhstan signed Law No. 188-VIII ZRK “On Amendments and Additions to Certain Legislative Acts on the Determination of the Country of Origin of Goods.”

This law marks a turning point in the system for verifying Kazakhstani origin of products and formalises the introduction of a unified Register of Manufacturers as part of the e-Government infrastructure.

Digital Registry Replaces Paper Certificates

The reform abolishes the outdated system of CT-KZ certificates and industrial certificates.

Going forward, data on the origin of goods will be entered into the digital Register of Kazakhstani Manufacturers, which operates as a component of the eGov information and communication infrastructure.

Companies registered in the Registry gain access to:

  • State support measures;
  • Public procurement opportunities;
  • Procurement by the quasi-public sector.

Thus, inclusion in the Register becomes a de facto requirement for participation in Kazakhstan’s industrial policy.

Reference Definitions

  • Certificate of Origin (CT-KZ form) – a document certifying that the Republic of Kazakhstan is the country of origin of a product, for use in the domestic market.
  • Industrial Certificate – a document confirming that a company is listed in the national Register of domestic producers of goods, works, and services, and attesting to its status as a local manufacturer.

Transition Period and Validity of Existing Documents

A transitional period is in effect until 1 January 2026, during which:

  • Issuance of CT-KZ and industrial certificates will still be permitted;
  • All previously issued documents and related administrative acts remain valid.

After that date, only the data contained in the Register will have legal force.

Transparent and Digital Registration Procedure

The process for registration in the Registry is clearly structured and includes:

  • Submission of an application via the eGov portal;
  • Digital verification;
  • Production assessment (if the product is not entirely manufactured in Kazakhstan);
  • A decision by the competent authority on registration.

Upon successful registration, the company receives an extract indicating the product(s) and the percentage of Kazakhstani content.

Monitoring and Exclusion: Digital Oversight in Practice

To ensure the reliability of information, quarterly digital audits are conducted.

If discrepancies are found, the company is notified via the eGov system.

Failure to rectify the issues may result in removal from the Registry, which may occur:

  • Based on monitoring and verification data;
  • In case of liquidation or reorganisation of the enterprise;
  • Upon voluntary request of the company.

Companies that have been removed may reapply for registration.

Purpose and Significance of the Reform

The creation of the Register is not merely a bureaucratic step — it is a tool for transforming Kazakhstan’s industrial policy.

It enhances transparency, facilitates access to support, and accelerates administrative processes through digitalisation.

The reform aims to:

  • Modernise and simplify the mechanism for confirming the origin of goods;
  • Reduce business costs;
  • Ensure equal and objective access to government support measures.

The Registry is intended to become a key instrument for the development of domestic production and to increase trust in selection procedures.
