Tax relief for individuals
It is proposed to exempt individuals from personal income tax (PIT) on capital gains from the sale of digital assets in 2026–2028. The exemption would apply provided that transactions are conducted through service providers registered in Kazakhstan.
Holders of the “Golden Visa” may be exempted from PIT, property and land taxes, and from declaring income and assets. It is also proposed to expand PIT deductions for persons with disabilities. “Altyn Visa” (Golden Visa) is a special residency mechanism aimed at attracting foreign investors and highly qualified professionals by offering tax and other benefits. In addition, it is proposed to expand personal income tax (PIT) deductions for persons with disabilities.
Changes to Social Tax
Reinstatement of the social tax exemption for certain types of income.
Small business and VAT
Micro and small businesses would benefit from a “clean slate” mechanism to reduce the administrative burden during the transition to the new rules. The National Chamber of Entrepreneurs “Atameken”, in turn, proposed revising the rules on suspending the issuance of electronic invoices (ESF) due to tax debt, ending VAT refund denials caused by violations elsewhere in the supply chain, and retaining the additional VAT offset for agricultural producers and processors.
Other issues discussed
Members of the Kurultai raised concerns about the impact of the amendments on food, utility and airfare prices, as well as their implications for banks, the financial sector, healthcare institutions and agriculture. They also discussed restrictions for taxpayers under the general tax regime and the situation in the coal industry.
Next steps and what businesses should do
Once the bill is submitted, a working group will review it in detail and may propose further amendments. As the draft is still under discussion, its provisions may change. Businesses should monitor the progress of the bill and assess now how the proposed changes, particularly those concerning VAT and tax regimes, may affect their operations.
