Kazakhstan: Compulsory Employee Accident Insurance Can Now Be Arranged Online

The State Annuity Company (SAC) has launched a new online service on its website that allows employers to independently conclude contracts for compulsory insurance of employees against accidents (CEAI). Insurance can now be arranged online without visiting an office or contacting a manager. The new service aims to improve access to insurance services and simplify the contract conclusion process for employers.

How the service works

The entire process is available on a single website, from registration and data entry to the calculation of the insurance premium and the preparation and signing of the contract. Documents are uploaded through the portal. Some information is retrieved automatically from government information systems and the Unified Insurance Database, while the employer enters the remaining information manually. Before signing the contract, the employer can review the information and make any necessary corrections.

A valid electronic digital signature (EDS) issued to the legal entity is required to complete the process.

Employer Obligations and liability for failure to conclude a Compulsory Employee Accident Insurance Contract

Under the Labour Code of the Republic of Kazakhstan, employers are required to insure their employees against accidents that may occur in the performance of their work-related (official) duties. To comply with this requirement, employers must conclude a compulsory insurance contract with an insurer holding the relevant licence, in accordance with the procedure established by the Law of the Republic of Kazakhstan “On Compulsory Insurance of Employees Against Accidents in the Performance of Their Work-Related Duties.”

Failure to conclude a compulsory employee accident insurance contract may result in a fine ranging from 160 to 1 000 monthly calculation indices (MCIs), equivalent to KZT 692 000-4 325 000 in 2026, depending on the employer’s business category.

Recommendations for businesses

  1. Check whether the compulsory employee accident insurance contract is in place and remains valid. If no contract exists or the current contract has expired, take the necessary steps to arrange or renew the insurance coverage.
  2. Verify employee headcount and payroll data. Accurate, up-to-date information is essential for the correct calculation of the insurance premium.
  3. Ensure readiness for electronic contract execution. Confirm that the legal entity has a valid EDS and that the person signing the contract is duly authorised to do so.
  4. Review automatically retrieved information. Before signing the contract, verify that all information is accurate and consistent with the company’s records.
  5. Do not treat insurance as the only compliance measure. Compliance with occupational health and safety requirements and the prevention of workplace injuries remain essential elements of effective risk management.

Compulsory insurance is just one of an employer’s obligations. REVERA’s experts can answer your questions about Kazakhstan’s labour law requirements and help you avoid fines.
